Foreword brief

The European Commission, following its investigation on potential fraud allegations concerning Chinese biodiesel imports, is actively addressing weaknesses in certification audits for biodiesel, with plans to revise legal texts by early 2026 and potentially make the Union database for tracking biofuels mandatory. This comes as the European Biodiesel Board (EBB) reports stagnation in biodiesel production, largely due to policy uncertainty, regulatory complexities, and fraud concerns, despite FAME continuing to dominate the market and HVO showing steady growth. In response to these dynamics, companies are adjusting strategies; UPM, for instance, has halted its Rotterdam refinery plans to focus on existing facilities and the growing sustainable aviation fuel (SAF) market. Conversely, Greenergy in the UK is proposing to cease production at its Immingham plant, highlighting the challenges faced by local producers from slow policy implementation, import competition, and market volatility.
